The Building Permit and Inspection Divisions Public Counters are Temporarily Closed as of end of day March 18, 2020, due to concerns over COVID-19.

During this time, we are conducting all field inspections as well as permit and plan review services which are being performed electronically.
Please read the following information. Please note that time frames to receive services may be longer than is typical.

Appointments
All appointments will be by conference call. To schedule an appointment one can call 916.875.5296 for assistance or if they know the staff person, they want to meet with, email them directly to schedule a conference call.
Submittal of Building Permit Applications:
a. Residential and Commercial basic permits (water heaters, reroofs, electrical, etc.) not requiring Plan Review – apply and pay for online. Permits issued within 48 hours. www.actonline.saccounty.net.
b. Residential and Commercial Building Permit applications for projects requiring plan review ( New Homes, New Structures, Additions, Remodels, Tennant improvements, Change in Use, etc.) are ONLY accepted through our Citizen Access Portal: www.actonline.saccounty.net.
c. Please read through the submittal instructions on our Citizen Access Portal. If one still has questions about the online portal, they can contact Principal Building Inspector, John Durborough at durboroughj@SacCounty.net.
Production Home Permit Applications:

New 2019 California Codes went into effect January 1, 2020.

Every three years the State of California adopts new and/or updated model codes. The California Building Standards Commission has established January 1, 2020 as the effective date for the implementation of the 2019 California Building Standards Code (aka, the CA Codes or Title 24).

All plans or permit applications submitted on this date or after will be required to comply with the 2019 CA Codes. The 2016 CA Codes will remain in effect for all plan and permit applications submitted on or before December 31, 2019. Therefore, permits issued under those approved plans may be built under the 2016 CA Codes.
